That's true, but I maintain that this case is probably percieved to be
important enough to some sets of users that if the best way of
tackling it is to make it a special case, so be it.

I can't immediately think of any other cases where end users (as
opposed to mail administrators) would routinely be presented with the
output of ToUnicode.
