I like this idea *very* much.   Simple in concept, simple to implement, 
easy to deploy.    The only real downside to is the maintenance of the 
"canonical" ascii-only address which I'm sure that some people will have a
problem with just on principle.

This would work and could be made to work quite quickly.    At the very 
least it would be a good intermediate measure that might decide to stay 
for the long run.
