Because you can't *encode* many legitimate email addresses using=20
IDNA. IDNA prohibits all ASCII characters other than LDH, so mailbox=20
names like "jos=E9.mu=F1oz" could not be encoded. That is why we rejected=
=20
the idea as non-workable from the very beginning.
