I followed the link that Lyndon posted to ietf-imapext mailing list to this list for discussions of streaming. A quick (maybe too quick) scan of the archive didn't turn up any discussion of this draft. So hopefully I am not treading on a well-beaten path. I believe that the Channel Transport mechanism described in the draft is good step towards integrating IMAP message stores with other next generation elements such as SIP and VoiceXML that also have a heavy "URI" focus. There appears to be particularly good synergy with the VoiceXML "document-centric" model. It seems that the capability identification would ideally include additional information to specify the actually encoding of voice. I agree with some other discussion that I have seen on a couple of the BINARY threads that issues of streaming and binary data access are best kept fairly separate.
