Actually, it was fairly clear during the requirements phase of the
IMPP workinggroup that both presence and IM were seperable, and that
neither were fundamental or should be based on each other.

People from both camps--the camp defining presence in terms of IM and
the camp defining Im as an application enabled by presence both
existed.  IT became clear there were people who wanted presence
without IM and people who wanted the inverse.

So the direction within the IETf has explicitly been to separate them
at least at the requirements level.  This is not because of a lack of
knowledge, but explicitly because of a disagreement that either
technology is fundamental.
