You are correct that the draft does cover the algorithm issue I bring up. I don't believe the text for im URIs in certificates that you quote is sufficient. I believe that the IM document needs to clearly indicate how subjectaltname is used for this information. Also, I'm unsure whether similar text is required for presence.
