the trail seems to run dry...  not most helpful :-/

I'm not sure how you're supposed to know this, but
   http://www.ietf.org/internet-drafts/draft-mealling-iana-xmlns-registry-05.txt
defines the urn:ietf:params:xml:ns sub-namespace, and this should be cited 
in the final PIDF draft.  The registration templates should be within the 
same (PIDF) draft, I think.  The called-for registry itself doesn't seem to 
exist yet, which I guess is unsurprising because the registry draft hasn't 
yet been published as RFC, though it is in the queue, according to:
   https://datatracker.ietf.org/public/pidtracker.cgi?command=search_list&search_job_owner=0&search_group_acronym=&search_status_id=&search_cur_state=&sub_state_id=6&search_filename=draft-mealling-iana-xmlns-registry&search_rfcnumber=&search_area_acronym=&search_button=SEARCH
