Following: http://www.iana.org/assignments/urn-namespaces http://www.ietf.org/rfc/rfc2648.txt the trail seems to run dry... not most helpful :-/ I'm not sure how you're supposed to know this, but http://www.ietf.org/internet-drafts/draft-mealling-iana-xmlns-registry-05.txt defines the urn:ietf:params:xml:ns sub-namespace, and this should be cited in the final PIDF draft. The registration templates should be within the same (PIDF) draft, I think.
