I would be much more comfortable with this kind of a solution.
The current proposal  requires management application vendors to
go on "error message fishing expeditions" in the hope of being able to
find out what localized error strings could possibly be produced by
the various vendors' implementations of the managed devices, both
in order to support scripting, as well as to map the localized strings
coming from the device into the locale that should be in effect for
the operator of the management system.
