Yes, good catch.  This should be:

Yes, the width is usually the number before the "R" (3R is the exception).

Both of the following sources list 24R as 24x31.5:

which would be 7.5 inches larger than the width (just like 22R), so this entry should be:

Unfortunately, I'm having a hard time finding a definitive source for the larger "standard" sizes... :/
