I have put the itrace draft back into circulation.  The one update I have
made in version -02 is to add a few words on sending the traceback with
equal probability toward the origin or destination of the traced message in
section 3.1, and I also mentioned this in the abstract.

You may wonder where I've been for the last year.  I'm certainly not proud
of my lack of productivity.  I will say that I have overcome one of the
obstacles to my further work on the draft by assembling a personal archive
of the itrace list discussions.  (It comes to 400 pages in MS Word).  The
current draft version was submitted in haste to meet a deadline, but now
that I have a clearer understanding of the WG background I can make further
improvements (with your help).
