Sam should be the right person to answer the question.

However, I guess his mind .......
the point might be not the functionality of KINK
but consistency among standards issued by IETF.

I also guess that this issue might not be raised
if KINK draft fixed earlier because IKEv2 and 2401bis
were far from mature.
