I agree.  The main quirk here is that the I-D removes one RFC from the
Standards Track (RFC 1510), and updates one Informational RFC (RFC
4757) -- unless you want to add the interpretation that the "SHOULD
NOT RC4-HMAC-EXP" also updates the requirements of RFC 4120.
