sequence (FCS), is encapsulated in L2TPv3 and is sent as a single
packet by the ingress LCCE.

Notes

The LCCE should remove the preamble AND FCS
 --VERIFIER NOTES-- 
 The without/or construct is a valid way in English to indicate that both fields are omitted during encapsulation.
