People tagging and searching for content do, yes.

Addison noted in response to this:

Which, of course, are essentially the same language. The proponents of
the new code element, along with everyone else who deals with content in
this language, will have to live with the ramifications of requesting
this code. Content tagged "sr-ME" will not disappear or be retagged
overnight. Searching on one tag or the other will return only some of
the desired results, unless search providers add custom code to handle
this case.

We will certainly need to take that into account when the 639-3 data
files are updated and we add this to the Registry.
