Actually, the draft still talks to about graceful TLS removal/closure
in 3.1.4 and C.0.  Don't know if that was a mistake or intentional.

It's not very important anymore, sinced the original issue is fixed.  (A
long client-specific sentence is gone, and a wrong [Protocol] section).
