I'm not responsible for either implementation, so I can't speak
to the availability of the source code.  However, the complete
specification for all the software is in the TISDAG tech spec. 
Anyone could build one.

The overhead requirements for LDAP server operators is to provide
a Tagged Index Object overview of the information in their server,
transported in teh Common Indexing Protocol.  Implementations of this
exist, have been built for other projects as well, etc.

Beyond that, the point of the TISDAG architecture is to plop the 
DAG system in the middle between the client & the servers without
affecting either.  It focuses on solving the interconnection problem,
as a service.
