Another approach based on "randomly unique identifiers" is some variants
of the UUID schemes that are used in DCE RPC, WEBDAV and a lot of Microsoft
stuff.

But if applications are to span organizations, organizations have to
agree on a schema for that application.
And if an application is to become multiorganizational (or even global),
that schema may need standardization.

I agree that "the schema" needs to go the way of "the Directory".
But "the schema for the world-wide open <something> service" may yet be a
germane subject for standardization.
