I couldn't attend IETF-122, so perhaps I'm speaking out of turn, but if
we're referring to the text on page 8 of

  https://datatracker.ietf.org/meeting/122/materials/slides-122-manet-draft-charter-text-ietf-122-01

then I think it is way too specific, and appears to have been written with
a specific solution in mind.

I think the charter should limit itself to identifying a problem that
current protocols do not solve, and propose that the WG will solve that
problem.  It should not propose specific techniques (unique router IDs,
a new type of IPv6 address, etc.).
