[manet] Slightly revised draft Charter, this time really wit h color

Hi,

Please look at the attached draft Charter before the MANET WG meeting. The
plan is, to the extent practical, to focus discussion on the changes
highlighted in red.

This draft Charter is very similar to the one I sent out a few days ago but
(1) changes from the version presented at the previous WG meeting are
really highlighted in red this time and (2) a few other changes have been
made, (2a) most notably adding a clearer paragraph about data export
through a YANG model, etc., to replace two previous more vague sentences on
this topic and (2b) adding DETNET to the coordination WGs.
