About MobileIP WG Status

Hi,

I'm now investigating MobileIP WG from IETF HP.
I can find many internet-draft from the link below.
http://www.ietf.org/html.charters/mobileip-charter.html

But,I can find other draft from IETF Site.
Do we need some reqirements for listing the Draft in the MobileIP WG HP?

And another question,
I can see the current Internet-Draft situation from the link below.
http://www.ietf.org/proceedings/03mar/slides/mobileip-6.pdf
Do you have any plan when a Draft will submit to IESG or
           to become Draft Standard( RFC ) ?
