The msgtrk BOF meeting at the 42nd IETF was well-attended with lively
discussion.

As a result, several scoping decisions made by the group will affect the
draft charter.

In the next message, I'm going to post a revised draft charter. Please
post your comments (yea or nea) to the list.

If the charter looks ok, I'll request that an IETF working group be
created.
