If you make the seed mandatory, then there is no point in having the expanded key at all (you can always derive it from seed for import). Of course you can simply decide openpgp will simply not be compatible with this case, but it is unclear why you'd want that. I understand having a preference, not sure I understand why a standard should be explicitly "difficult".
