[openpgp] Re: PQC: Proposed Standard or Informational?

Hi all--

I'll just note that we've had multiple people agree (both here on the
list, and the editors of the draft, by confirming on the github issue
tracker) that the OpenPGP PQC draft belongs on the standards track, and
that Proposed Standard is a reasonable intended status for the eventual
RFC.

I haven't heard any objections yet, but we can have that discussion
going forward as well.

I've updated the datatracker with that indication, and i'll include it
my shepherd's writeup.
