Hi, Stephen.

As editor of draft-gallagher-openpgp-hkp, I'd really like to see it 
adopted ASAP. I'm sure I can speak for the other authors. :-)

The state of play is:

* The text has been stable for over six months.
* The v2 API is mostly implemented in a feature branch of hockeypuck 
(with the exception of canonical bundle verification), and is publicly 
available at https://test.pgpkeys.eu . Client implementers are 
encouraged to test against it and submit feedback.
* KOO intends to implement it as soon as time and funding permit.
