You want an empirical study with diligent methodology.  That would be nice, but
this is explicitly not that.

This is a rough consensus of subjective assessment.

In terms of assessing IETF productivity, the fact that something was a a huge
success is frankly more important than how large the market was.  What matters 
is that the IETF produced something that became popular.

The sort of adjustment based on age or market size could provide other sorts of 
useful insight, but the keyword is 'other'.
