That's what everyone has been doing for years and have agreed upon as being the fair way to do it. I must say I find it quite puzzling that you're so insistent on not doing so this time, too. Besides, assuming you got your IANA /10, and if Geoff Huston's projections are correct, APNIC would end up paying the «tax» anyway as they looks set to be the one to make the last allocation from IANA which would then be an incomplete /8. Or perhaps AfriNIC, if instead Stephan Lagerholm turns out to be correct? Or any of the other three RIRs, who knows? When we're out of addresses it won't be «fair» anyway so this «tax» concern is meaningless, in my opinion.
