Dear working group

Based on our discussion in Madrid I believe this document is ready for
working group last call.

Please review the draft and reply to this email (make sure the mailing
list gets included) with any support or concerns you might have. In
order to progress the draft we need to see that there is support in
the working group.

The wglc ends in 2 weeks on September 9th.

Note that version 7 has a change related to private/manual allocation
of addresses. Table 2 has a new row and some new explanation below the
