new revision: PCELS-06

We have just submitted a new revision (-06) of PCELS that addresses the =
remaining issues discussed on (and off ;-) the list. It includes the =
following changes relative to the revision -05:

   0. Split section 4.1 in: 4.1 (classes) and 4.2 (associations).
   Renumbered the other 4.x subsections accordingly.

   1. Modified 4.3 (former 4.2) and 5.1 as follows:
   (1) removed "coherent" from "set
   of policies" and
   (2) added that a set of policies provides
   "additional information that allow the application to apply
   appropriate ordering to the information."

   2. Added section "4.4 Relationship to PCLS classes".

   3. Removed unnecessary: "Applications that intend to be compatible
   with [PCIM_EXT] MUST support pcels[...]".

   4. Modified Note 1 in section 5.4 to make it explicit.

   5. Added Note in section 4.2 (former 4.1) to explain mapping
   choice for PolicyRoleCollectionInSystem and ReusablePolicy

   6. Replaced all occurrences of "<className> aggregation" with
   "<className> association" to prevent confusion that may result
   from the use of both terms in the same paragraph.

   7. Replaced the pcimRuleValidityPeriodList attribute of pcelsRule
   with a new pcelsRuleValidityPeriodList attribute.
