I'm starting a working group last-call comment period for this draft.
The new version incorporates changes for all of the comments received up
to this point.

Last call will run for two weeks.  Please submit any comments,
questions, or concerns you might have to me or to the [email protected]
mailing list (or both) on or before Sunday, January 30th, 2011.
