With respect to IEEE, the proper model is single bridge in a PE; however, 
if Ethernet access network is not used or IEEE control protocols is not 
used in the MPLS/IP access network, then one can use multiple bridges model 
where each bridge is simple 1980-style bridge (e.g., VSI). Although the 
later model is not recommended because of its restrictions.
