No, it is allowed.

I don't know if anyone is suggesting such model; however, one model is one 
VPLS instance per subscriber and in a given island Ethernet island a 
subscriber maps into a VLAN. So the number of subscribers in a given island 
is limited to 4K but not in the network since the network can consist of 
many islands join together with a set of PWs.
