I suggest that repID is almost sufficient.
Again, using the LDH set, we have a rule about the H, not the initial
or terminal, and not repeated.
So repID + rulesetID.
e.g.,
{a,b} = rep, repID = 0
rule0 = initial {a}
rule1 = terminal {a}
rule2 = no repeated code points
{rule0, rule1, rule2} is a ruleset, the rulesetID = 0
