True, it may be lack of support from registrars; all the more a reason for us to make a statement about this situation here, where some of them listed in.
One more explanation could be the a transition from their previous, local policies towards EPP.

And yes, it's mainly ccTLDs that would need to get their policies better synchronized (contact object extensions being a big issue).
