This is why I at the ICANN meeting had a presentation that it is not the *registries* that make the choice by the registrars (on behalf of the registrants).

I.e. the classical view is that we have one TLD/registry and to that we have many registrars.

That is wrong.

Instead we have one registrant, one or more registrars and then many many registries.

So the economical incentive for registries is to do what their registrants, via the registrars, have interest in, which is to harmonize. ;-)
