Yes, but there is normally no contractual relationship between the registry and a registrant in gTLDs, which is what I was thinking about.

Wow! That's actually incredibly offensive to registrars.

So any time there are *any* issues with *any* domains of any kind I can just send all the registrants, users and $random 3rd parties directly to the registry?
