I suspect you did not really understand Keith's point. You really do have to choose one of the two goals he listed. "Trying" is not enough. As it is, I still have no idea what is in scope and what is out of scope for the effort. If you are trying to document what exists, then there is no 'still changing'. None. If you are trying to document what you would like, I encourage you to either join the IETF process, by getting a working group chartered, or come back when you are done.
