Yes, that's possible with Webmail.  One of my mail providers
uses "squirrelmail", it's quite nice after I found all places
to disable JavaScript.

Your mail provider, the one you send and receive mails with.
If you have more than one it's fine, at one time I had six,
now only three (a minimum to bypass DNSBL problems is two).

Just ask them, or check their mail FAQ for "roaming".  We're
talking about SMTP, and while some details are hairy it's in
essence still S = Simple.

Blocking port 25 is utter dubious, find a better ISP with an
abuse desk, not spamcast.  For an MSA you'd use port 587.  See
chapter 4 in draft-hutzler-spamops-04:
