I understand your concerns here. The first half of the sentence, however, I think is appropriate because there are circumstances when it is desirable. The second half of the sentence, and the following one give justifications why it is not desirable. Both sentences have been debated far more than I would have imagined before I became an I-D editor. The debates, so far, have centered on things like the definition of "spam" and grammar. Right now, I think if I removed them, it would generate more problems for me than leaving them in. -wayne
