To emphasize this point:

Knowing the author's local time of submission is often useful. (Knowing they 
posted at 3am their time versus 3pm is significant for some exchanges.)

With local time plus timezone, you get local time plus the ability to determine 
UTC.  With UTC as the encoded time, you can't tell local time.
