In theory, perhaps.  But we don't want the email expires to work the 
same way that it works in practice with netnews.  So if the semantics of 
the two turn out to be identical in practice, we would consider that a 
failure from the email perspective.

I'm a lot more concerned with having email work well, than I am with 
having email and netnews work the same way.
