No, but I would presume anyone using <msg-id-core> in any other document
would be saying "the thing between the '< >'" in whatever format of
Message-ID was relevant in that context (which might be Email or Netnews,
or maybe something else not yet thought of).

Which is just a way of saying "semantically, the meaning of a meg-id is
the meaning of its msg-id-core". Both statements mean the same thing, so
either (or both) could appear in the document. So leave it be.
