Bert,

Andy Bierman had suggested that IANA considerations should be a
top--level section from being a sub-section. Hence, the shift from 6.1
to 7.1.

In essence, section 2.2 is new (from previous draft) as it was suggested
by security area reviewer to separate the details of negotiation out of
security considerations section (the -12 draft had  lumped them all into
security considerations section - with details absent).

After the 4th numbered list item in sect 6, it states:
   security.  Section 7.1 describes the usage of RAQMON with TLS.

I think that should point to sect 6.1 instead of 7.1, right?
That section is title: 6.1.  Usage of TLS with RAQMON

So is it usage of TLS with RAQMON or the other way around?
Pls be consistent.

By the way, sect 2.2.2 also got shuffled quite a bit *or at least,
that is what rfcdiff reports). 
I have not yet checked those changes. Maybe editors can tells us
wether it was just reformatting/moving text of if they also
made any (intentional) changes/additions?
