[saag] PQUIP report for IETF 124

We reviewed our two WG documents. One, "Hash-based Signatures: State and Backup Management", is probably ready for WG Last Call in the coming weeks. The other, "Adapting Constrained Devices for Post-Quantum Cryptography", is moving forwards but will be gated on NIST publishing FIPS-206, and who knows when that can happen.

The discussion of whether the PQUIP WG should write a draft on how to migrate to PQC had strong consensus not to. There are already a bunch of individual drafts on this topic, and some might find their way into other WGs or be published elsewhere, but PQUIP won't adopt these unless the WG has a major change of heart in the future about a specific draft.
