Good question.  To first order, anything that eliminates a round trip with a reviewer/AD.
To second order, it should be something that someone reading an RFC in ten
years, when PLANTS3.0 has totally replaced the forest can understand.

Might not be quite enough, but if that was in some place I could cite, I'd be
