If you visit the link that Rudiger shared, you'll see that it's not actually
an open forum.  There is an application submission process.  Rather, it's
   "Participation is open to anyone with relevant experience."

I suspect that the people involved wish to be free to have discussions that
they fear will be taken as binding upon their organizations.   Could be a
need for Chatham House Rules, or equivalent.
(I see this as a repeat of the treachery the IEEE did to use with
open-stand.org)
