What's wrong with Justice Potter Stewart's definition, who famously said:

  I shall not today attempt further to define the kinds of material I
  understand to be embraced within that shorthand description of the WebPKI,
  and perhaps I could never succeed in intelligibly doing so. But I know it
  when I see it.

Seriously.  No matter how you try and define it, the minute it's cast in stone
people will come up with a dozen additional cases that it doesn't cover, and a
dozen cases that it appears to cover but shouldn't.
