Hi Stephen,
You should not include this restriction:
This guidance is not aimed at those developing IETF protocols, nor
implementations of those.
Hence, I don't agree with the current abstract which is:
We provide guidance on the use of post-quantum algorithms for those
currently deploying applications
using IETF protocols with support for such algorithms.
