I largely concur with Richard that it is not productive to try to think
about the
definition of ZT broadly.

draft-liu-saag-zt-problem-statement Section 6 seems to describe some
potential pieces of specific work. I would suggest the best way forward
would be to write down one or more drafts that describe(s) these problems
and why existing protocols are insufficient. This would allow the community
to evaluate whether this work is worthwhile.
