You're arguing with a strawman, as I said no such thing.

Standards are only useful if they are actually implemented, and in this
case that implementation needs to happen in the devices which are
actually doing the recording. In order for that to happen either the vendors
have to do it voluntarily or they have to be required to do so by regulation
or legislation. The IETF making a standard has no power to make them
do so.

I suppose it's possible as Mike suggests, that the IETF or some other
SDO could write a standard in advance of either industry or regulator
support so that it was to hand if they did get interested. I struggle to
think of a case where that has worked [0], but even then, the way
it works is by the vendors eventually implementing it.

[0] The obvious examples where standards have turned into regulation
(STIR/SHAKEN, GCP) had regulator support early on.
