Those documents are either publically available, or behind ridiculous paywalls.
The IETF once did this thing called open-stand.org, and then promptly
let the IEEE abandon it.  I would prefer to just not cite those things which
are hard to obtain.  (I don't care how important it is)

Today, liasons can obtain copies of these paywall'ed documents during the
review periods, for the reviewers, but that does not help those citing those
RFCs, nor implementers, or people using the RFCs as Performance
Specifications in RFPs.
